简要规格描述或项目基本概况介绍、用途： 本项目拟通过公开的方式，择优选取一家合格的供应商对张江镇辖区内普通居民区住宅进行违建建筑排摸，预估总套数12000套。具体工作内容包括：批量全景相机扫楼、初步整理疑似违建部位、利用无人机拍摄、甄别是否违建、对发现的疑似违建点位至相关部门调阅图纸并进行比对、确认违建部位、违建尺寸、计算面积、制作违建清单、按要求完成文档制作等。（具体详见第三章采购需求书）。
Brief specification description or basic overview of the project: The project intends to select a qualified supplier to carry out illegal building mapping of ordinary residential areas in the jurisdiction of Zhangjiang Town through public means, with an estimated total of 12,000 units. The specific work content includes: scanning the building with a batch of panoramic cameras, preliminarily sorting out the suspected illegal construction parts, using drone shooting, screening whether it is illegal construction, reviewing the drawings of the suspected illegal construction points found to the relevant departments and comparing them, confirming the illegal construction parts, illegal building size, calculating the area, making illegal construction lists, and completing document production as required. (For details, please refer to Chapter 3 Procurement Requirements).
合同履约期限： 成果资料交付时间不晚于2026年06月30日。
The Contract Period: The results will be delivered no later than 30 June 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and micro enterprises to procure, and the products of small and micro enterprises will not be subject to price discounts during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.
(c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）； （4）本项目不允许转包。 （5）本项目不允许联合体投标。
(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names); (4) Subcontracting is not allowed for this project. (5) Consortium bidding is not allowed for this project.
