二、申请人的资格要求
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： 本项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、福利企业等的政策规定。

(c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）； （4）本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)； （5）本项目不允许转包。
