简要规则描述： 潍坊新村街道范围内的各种技防设施、设备经过长期使用，且数量较多，需要定期进行维护维修。为进一步加强潍坊新村街道城市运行管理中心工作，保证技防设备正常稳定运行，本项目拟通过公开竞争性磋商采购的方式选取一家合格的供应商为潍坊新村街道提供2025年度专业的城运信息化运维保障服务。（具体详见第三章采购需求书）

Brief Specification Description: All kinds of technical prevention facilities and equipment within the jurisdiction of Weifang Xincun Sub-district have been in use for a long time and are in large quantities, so they need to be maintained and repaired regularly. In order to further strengthen the work of the Urban Operation Management Center of Weifang Xincun Sub-district and ensure the normal and stable operation of technical prevention equipment, this project plans to select a qualified supplier through public competitive consultation procurement to provide professional urban operation informatization operation and maintenance guarantee services for Weifang Xincun Sub-district in 2025. (For details, please refer to Chapter Three of the Procurement Requirements Document.)

合同履约期限： 服务期限：自合同签订之日起12个月。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求： 1、未被“信用中国”（www.creditchina.gov.cn）、列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network ; 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
