Brief specification description or basic overview of the project: This project is an emergency toilet management and security - warehousing management fee project, and a qualified supplier is required to implement storage and maintenance services for emergency mobile toilets and supporting equipment in the region in the form of contracted labor, materials, quality, safety and civilized maintenance. (For details, please refer to Chapter 3 Service Requirements)

合同履约期限： 本项目一次采购二年有效，合同签订采用一年一签，年度考核合格后，进行合同续签，投标总价所涵盖的服务期限为合同签订后一年。

The Contract Period: The project is valid for two years at a time, the contract is signed once a year, and the contract is renewed after passing the annual assessment, and the service period covered by the total bid price is one year after the contract is signed.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品及服务均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and micro enterprises to procure, and the products and services of small and micro enterprises will not be subject to price discounts during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.

（4）本项目不允许转包。
