二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 本采购项目执行政府采购有关支持中小企业、节能产品及福利企业的政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the relevant policies and regulations of government procurement in support of small and medium-sized enterprises, energy-saving products, and welfare enterprises.

(c)本项目的特定资格要求： （1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（www.creditchina.gov.cn）、列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）具有通信工程施工总承包三级及以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人具有通信与广电工程专业一级注册建造师执业资格，具备有效的安全生产考核合格证书；
（7）本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: (1) In accordance with the provisions of Article 22 of the "Law of the People's Republic of China on the Law of the's Republic of China on the Purchase of Goods and Services by the State"; (2) Not included in the list of "credit China" (www.creditchinagov.cn), China Government Procurement Network listed as a person who has not fulfilled his obligations, a major tax of credit subject, a serious violation of credit in government procurement; (3) Must be a legal person or an unincorporated organization established in accordance with the law within the of our country (this project does not accept branch companies participating in procurement activities in their own name); (4) Possess the qualification of general contracting of communication engineering construction of level or above; (5) Possess a safety production license (within the validity period); (6) The person in charge of the project to be appointed must have the first- registered constructor qualification of comm
