简要规则描述： 根据设计图纸结合CCTV结果，对老港镇域内，通源东路（南滨公路-南滨支路）、良通路（同发路两侧）、良欣路（同发路两侧）、良泰路（同发路两侧）、同创路（河道-良通路) 、港怡路（雨水泵站-阿荣农家）、良乐路（同发路两侧）、建东路、鑫旺路共计9条路已检测排水管道、检查井。

Brief Specification Description: According to the design drawings combined with the CCTV results, a total of 9 roads including Tongyuan East Road (from Nanbin Highway to Nanbin Branch Road), Liangtong Road (on both sides of Tongfa Road), Liangxin Road (on both sides of Tongfa Road), Liangtai Road (on both sides of Tongfa Road), Tongchuang Road (from river to Liangtong Road), Gangyi Road (from rainwater pump station to A Rong Farm), Liangle Road (on both sides of Tongfa Road), Jiandong Road, and Xinwang Road have been inspected for drainage pipes and inspection wells in the area of Laogang Town.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 1）强制采购节能产品政策:强制采购在国家公布的节能清单中以“★”标注的品目。
2)鼓励节能政策:在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。
3)鼓励环保政策:在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4)落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展:本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
5)本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the national energy-saving list. 2) Encouragement of energy-saving policy: Prioritize the procurement of products listed in the national energy-saving list under the same conditions for technology, service, and other indicators. 3) Encouragement of environmental protection policy: Prioritize the procurement of products from the national environmental protection product list under the same conditions for performance, technology, and service indicators. 4) Implementation of reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement to support SME development: This project is specifically aimed at purchasing from SMEs, and during the review, no price discount benefits will be applied to SME products. 5) This project does not accept imported products.

(c)本项目的特定资格要求： 1、须具有依法注册的独立法人、独立承担民事责任能力的自然人或其他组织；
2、具有市政公用工程施工总承包资质三级及其以上资质
3、安全生产许可证（有效期内）
4、投标人拟派项目经理的市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理
5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动
6、没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的

(c)Specific qualification requirements for this program: (i) Complies with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China (ii) Has not been included in the list of untrustworthy persons subject to enforcement, the list of parties involved in major tax violations, or the list of serious illegal and untrustworthy acts in government procurement as per "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network . 1) Mandatory purchasing policy for energy-saving products: Mandatory purchasing of items marked with "★" on the national energy-saving list. 2) Encouragement of energy-saving policy: Prioritize the purchase of products on the national energy-saving list when technical, service, and other indicators are equivalent. 3) Encouragement of environmental protection policy: Prioritize the purchase of products on the national environmental protection product list when performance, technology, service, and other indicators are equivalent. 4) Implementation
