简要规则描述： 本项目拟通过公开采购的方式，选取一家合格的供应商，提供3台L4级低速无人车自动驾驶车辆租赁服务并对张江镇无人车智能巡检取证系统及无人车综合管理平台进行升级。软件部分质保期不低于1年。

Brief Specification Description: This project intends to select a qualified supplier through public procurement to provide 3 L4 low-speed unmanned vehicle autonomous vehicle leasing services and upgrade the Zhangjiang Town unmanned vehicle intelligent inspection and evidence collection system and unmanned vehicle integrated management platform. The warranty period of the software part shall not be less than 1 year.(For details, please refer to Chapter 3 Procurement Requirements)

合同履约期限： 软件部分：合同签订之日起1个月内完成部署并验收合格，试运行1个月。硬件租赁期限从2025年9月27日-2026年9月26日。

The Contract Period: software part: complete the deployment and acceptance within 1 month from the date of signing the contract, and trial operation for 1 month. The hardware lease period is from September 27, 2025 to September 26, 2026.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(4) Subcontracting is not allowed for this project.
