二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" [2022] No. 19.

(c)本项目的特定资格要求： 3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）供应商须为法人、其他组织或者自然人，法人的分公司或者分支机构须取得总公司授权； 2）本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》3）本项目不允许转包； 4）有下列情况之一的，不得参与本项目：（一）已被行政或司法机关责令停业或停止承接相关业务的；（二）企业出现严重信用危机又未能提供相应担保的；（三）近3年发生过重大建设项目责任事故的；（四）无法履行项目管理职责的其他情形；（五）承担本项目评估、勘察、设计、监理、施工、材料设备供应等其他相关业务，或与以上单位有隶属关系及其他直接利益关系。

(c)Specific qualification requirements for this program: 3. Suppliers who have been registered and included in the database in accordance with the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures"; 4. Other qualification requirements: 1) Suppliers must be legal persons, other organizations or natural persons. Branches or subsidiaries of legal persons must obtain authorization from the head office. 2) This project is specifically targeted at small and medium-sized enterprises for procurement. Welfare units for the disabled and prison enterprises are regarded as small and micro enterprises. If the bidder is a small or medium-sized enterprise and meets the conditions stipulated in the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46), it must provide the "Small and Medium-sized Enterprise Declaration Letter". 3) Subcontracting is not allowed for this project
