简要规格描述或项目基本概况介绍、用途： 本项目拟通过公开招标的方式，选择一家合格的供应商为上海市浦东新区金囡幼儿园提供两员服务。上海市浦东新区金囡幼儿园共有4个分部，分别为：苗圃部：位于苗圃路470号。瑞仕部：位于博山东路710号。沈家弄部：位于沈家弄路900弄32号。云山部：位于云山路839弄30号（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: This project intends to select a qualified supplier through open bidding to provide two member services for Jinnan Kindergarten in Pudong New Area, Shanghai. Jinnan Kindergarten in Pudong New Area, Shanghai has four branches, namely: Nursery Department: located at 470 Nursery Road. Ruishi Department: located at 710 Boshan East Road. Shenjianong Department: located at No. 32, Lane 900, Shenjianong Road. Yunshan Department: located at No. 30, Lane 839, Yunshan Road (see Chapter 3 Procurement Requirements for details)

合同履约期限： 2025年09月01日至2026年08月31日。

The Contract Period: From September 1st, 2025 to August 31st, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Welfare units for disabled people and treat them as small and micro enterprises.

（4）本项目不允许转包。
