简要规则描述: 本项目主要内容是为上海浦东新区曹路镇人民政府的大居北办公点(金晓路65号)提供职工食堂外包服务。服务地址:大居北办公点金晓路65号食堂,日均用餐人数约120人次的餐饮服务。(具体详见第三章采购需求书)。

Brief Specification Description: The main content of this project is to provide outsourced services for the staff canteen at the Dajubei office of the People's Government of Caolu Town, Pudong New Area, Shanghai (No. 65 Jinxiao Road). Service address: Cafeteria at 65 Jinxiao Road, Daju North Office Point, providing catering services for approximately 120 diners per day. (Please refer to Chapter 3 Procurement Requirements for details).

合同履约期限: 2025年7月1日起至2026年6月30日。

The Contract Period: from July 1, 2025 to June 30, 2026.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向中小企业采购,评审时中小企业产品均不执行价格折扣优惠。(2)扶持残疾人福利性单位,并将其视同小微型企业;

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures to increase the share of small and medium-sized enterprises in government procurement and support small and medium-sized enterprise policies: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for small and medium-sized enterprise products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求: (3)须系我国境内依法设立的法人或非法人组织;
(4)具有市场监督管理部门颁发的有效期内的《食品经营许可证》,且涵盖本项目所承包内容相匹配的经营项目;
(5)本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law;
(4) Having a valid Food Business License issued by the market supervision and management department, covering business projects that match the contracted content of this project;
(5) This project does not allow subcontracting.
