二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: 促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》(财库[2020]46号)及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises (SMEs) and facilitate the employment of people with disabilities. Implement in accordance with the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises" (2022) No. 19.

(c)本项目的特定资格要求: (3)具有建设部颁发的建筑工程施工总承包三级及其以上资质。
(4)拟派项目负责人须具备建筑工程专业注册建造师二级及其以上资质以及安全生产考核合格证。
(5)须具备建设部门颁发的有效期内的《安全生产许可证》(非上海市施工企业,安全生产许可证需备案)。
(6)本项目专门面向中小企业采购。
(7)本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (3) Possess a Grade III or higher qualification for general contracting of construction engineering issued by the Ministry of Construction. (4) The proposed project leader must possess a Grade II or higher qualification as a registered construction professional and a certificate of passing the safety production assessment. (5) Must possess a valid "Safety Production License" issued by the construction department (for non-Shanghai construction enterprises, the Safety Production License needs to be filed). (6) This project is specifically targeted at procurement for small and medium-sized enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定;

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”(www.creditchina.gov.cn)、列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单;

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network ;
