本招标项目为:亚太钾盐有限公司Udon South 项目矿山工程可行性研究更新与初步设计,项目资金由发包人自筹、已落实,招标人为:亚太钾盐有限公司(Asia PacificPotash Corp., Ltd.,简称APPC),项目已具备招标条件,现对该项目进行公开招标。本次招标采用资格后审。

This bidding project is: APPC Udon South Project: Udon South Project: Mining Engineering Feasibility Study Update and Preliminary Design.The Employer of the project is Asia Pacific Potash Corp.,Ltd.(APPC). The tendering agency is China Investment Consulting Co., Ltd. The project has met the tender conditions, and now the project is subject to public tendering. Post-qualification is adopted in this tendering.

APPC don outh 固体钾盐矿位于泰国东北部乌隆他尼府(Udon hani)乌隆他尼市东南18 公里处。1990 年代后,Udon South 钾盐矿床勘探采取钻孔和地震探测相结合的方法,共施工钻孔69 个(基本间距1000m),开展二维地震250km(线间距一般为500m)、三 维 地 震 2.702km2。 在 地 质 勘 探 基 础 上 , 2012 年 APPC 委 托 ErcosplanIngenieurgesellschaft eotechnik nd ergbau bH(简称 EGB)完成乌隆南融资可行性研究(BFS)。2022 年APPC 对可行性研究报告进行了成本更新。Udon South 项目已经获得土地使用权,2022 年9 月,Udon South 开采牌照获准正式发放。采矿特许经营许可证面积 42.3136km2,地面海拔 183~202m,平均 195m,钾石盐矿层埋深 250~400m,平均埋深 310m,探明、控制和推断资源复合面积 34.90km2,矿体平均厚度 3.71m,K2O 平均品位 22.39%,总矿石资源量 2.6779 亿吨、KCl 资源量 0.9489 亿吨。25 年的采矿特许经营许可期从2022 年9 月23 日开始(可延期5 年),设计可采矿石8582.0781 万吨,可生产氯化钾 3371.5307 万吨(KCl 含量 95%),最高年产氯化钾 210 万吨。

APPC Udon South solid potash mine is located 18 kilometers southeast of Udon Thani City, Udon Thani Province, northeastern Thailand. Since the 1990s, the Udon South potash deposit has been explored by combining drilling and seismic exploration. A total of 69 boreholes (basic spacing of 1000 m) have been drilled, and 250 km of 2D seismic (line spacing is generally 500 m) and 2.702 km of 3D seismic 2 have been carried out. Based on the geological exploration, APPC entrusted Ercosplan Ingenieurgesellschaft Geotechnik und Bergbau mbH (EGB) to complete the BFS in 012. he easibility tudy eport as een ost pdated y PPC 022. he don outh roject has obtained the land use right, and in September 2022, the Udon South mining license was officially issued. The mining concession license covers an area of 42.3136 km 2 , the ground elevation is 183 ~ 202 m, with an average of 195 m, the buried depth of the sylvite deposit is 250 ~ 400 m, with an average of 310 m, the composite area of proven, indicated and inferred resources is 34.90 km 2 , and the average thickness of the ore body is 3.71 m. The average grade of K 2 O is 22.39%, the total ore resource is 267.79 million tons, and the KCl resource is 94.89 million tons. The 25-year mining concession period starts from September 23, 2022 (which can be extended for 5 years). It is designed to produce 85,820,781 tons of ore and 33,715,070 tons of potassium chloride (95% KCl content), with a maximum annual output of 2.1 million tons of potassium chloride.

Udon South 项目已经获得土地使用权和采矿牌照,具备工程设计的基本条件。由于德国 EGB 编制的可行性研究报告距今已有 13 年时间,井采钾盐矿开发的技术、设备、材料、工艺、物价都发生了较大变化,因此在Udon South 项目2012 年EGB 可行性研究报告基础上,开展可行性研究更新是必要的。同时,按照中国及国投集团对大型矿山项目基本建设程序管理规定,需开展项目初步设计工作。根据前期沟通,APPC 决定将UdonSouth 项目可行性研究更新与初步设计工作分为“加工厂及基础设施工程可行性研究更新与初步设计”和“矿山工程可行性研究更新与初步设计”两个项目进行招标。

It has been 13 years since the feasibility study report was prepared by German EGB, and the technology, equipment, materials, process and price of potash mine development have changed greatly, so it is necessary to update the feasibility study on the basis of the 2012 EGB feasibility study report of Udon South Project. At the same time, according to the regulations of China and SDIC Group on the management of capital construction procedures for large-scale mining projects, the preliminary design of the project needs to be carried out. According to the preliminary communication, APPC decided to divide the update of feasibility tudy nd reliminary esign f don outh roject nto wo rojects or endering, namely "update of feasibility study and preliminary design of processing plant and infrastructure engineering" and "update of feasibility study and preliminary design of mining engineering".

在Udon South 钾盐项目银行融资可行性研究的基础上,根据发包人的要求,对矿山工程进行可行性研究更新、初步设计以及中国和泰国政府主管部门要求的其他设计支持工作,并配合地面加工厂及基础设施工程设计单位(牵头单位)完成项目的整体设计工作,满足项目的建设要求。在满足采矿特许权证规定的相关条件情况下,矿山建设规模要保证在生产期内能满足地面加工厂 210 万吨/年氯化钾产能的需求。项目规划氯化钾产能 210 万吨/年,K2O≥60%。

The planned potassium chloride production capacity of the project is 2.1 million tons/year, and K 2 O ≥ 60%.

矿山工程设计单位与加工厂及基础设施工程设计单位的责权、义务届时由发包方和两家设计单位签订补充协议确定。

The responsibilities, rights and obligations of the mining engineering design unit, the processing plant and the infrastructure engineering design unit shall be determined by the supplementary agreement signed by the owner and the two design units.

2.5 服务期:暂定480 日历天(不含项目进入工程建设后的后期服务时间)。

工作开始日期:合同签订之日起。

完成可行性研究更新日期:中标通知书发放 60 个日历天内完成可行性研究更新报告,业主评审通过后30 个日历天提交合格的可行性研究更新报告终稿。

完成初步设计日期:与可行性研究报告编制交叉进行,在发包人正式书面通知书发出90 个日历天内。

3.3 投标人业绩要求:投标人自2015 年1 月1 日至投标截止日(以合同签订时间为准)应具有至少 1 个地下钾盐矿山(原矿规模 200 万吨/年及以上)设计或地下矿山开采工程(原矿规模 600 万吨/年及以上)设计的业绩(业绩需提供合同封面页、服务范围页、签字盖章页,若合同中无法体现设计内容,投标人在业绩列表中的描述可认定为有效业绩,若业绩仅为可行性研究项目,不能认定为有效业绩)。
