Brief Specification Description: This project involves the provision of precise exploration, settlement monitoring, and third-party supervision services for ultra-high pressure natural gas pipelines within the scope of the Hongyin Road (Wanshui Road – Renmin Tangsuitang River Bridge) and Tiangao Road (Wanshui Road – Feizhou Road) New Road Construction Project in the Advanced Intelligent Manufacturing Zone, Lingang New Area. Specific requirements are detailed in the project procurement documents.

合同履约期限: 自合同签订之日起至项目完成之日止,具体实施时间以采购人通知或确认为准。本工程计划工期3个月,其中护管桥施工工期暂定90天,后期观测3个月直至变形稳定。

The Contract Period: The service period shall commence from the date of contract signing until project completion, with the specific implementation timeline subject to notification or confirmation by the Purchaser. The planned construction period for this project is 3 months, wherein the construction of the bridge structure for pipeline protection is tentatively scheduled for 90 days, followed by a 3-month post-construction observation period until deformation stabilization is achieved.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向中小企业采购。(2)扶持残疾人福利性单位,并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implementation of Reserved Quota Measures:
This project is reserved exclusively for small and medium enterprises (SMEs) to increase SME participation in government procurement and support SME development policies.

(2) Support for Welfare-Oriented Entities for Persons with Disabilities:
Such entities shall be treated as micro and small enterprises under this procurement.

(c)本项目的特定资格要求: (1)具备勘察专业类工程测量乙级及其以上资质或具备自然资源部颁发的测绘乙级及其以上资质。
(2)本项目不接受联合体响应。

(c)Specific qualification requirements for this program: (1) Qualification Requirement:
Bidders must possess either:

Class B or higher Engineering Surveying certification within the specialized engineering surveying category, or

Class B or higher Surveying qualification issued by the Ministry of Natural Resources.

(2) Consortium Restriction:
This project does NOT accept responses from consortia.

(i)符合《中华人民共和国政府采购法》第二十二条的规定;

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
