简要规则描述: 本项目为上海国际光影节浦东分会场保障-制作费,拟通过竞争性磋商的方式选择一位合格供应商为第二届上海国际光影节浦东分会场提供总体方案策划、公共空间灯光载体内容编排与制作、宣传视频拍摄及制作等。(具体详见第三章采购需求书)

Brief Specification Description: This project is the guarantee-production fee for the Pudong Sub-venue of Shanghai International Light and Shadow Festival. It is planned to select a qualified supplier through competitive negotiation to provide overall scheme planning, content arrangement and production of public space lighting carriers, shooting and production of promotional videos, etc. for the Pudong Sub-venue of the 2nd Shanghai International Light and Shadow Festival. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限: 暂定自2025年8月26日至2025年10月30日,具体开始时间以采购人通知为准。

The Contract Period: It is tentatively scheduled from August 26, 2025 to October 30, 2025, and the specific start time is subject to the notice of the purchaser.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向中小企业采购,评审时小型和微型企业均不执行价格扣除优惠。(2)扶持残疾人福利性单位,并将其视同小微型企业;

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求: 失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单;
(3) 须系我国境内依法设立的法人或非法人组织(本项目不接受分公司以自己名义参加采购活动);
(4) 本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) Subcontracting is not allowed for this project.
