二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (a)满足《中华人民共和国政府采购法》第二十二条规定;
(b)落实政府采购政策需满足的资格要求:(1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向中小企业采购, 评审时中小企业产品均不执行价格折扣优惠;(2)扶持残疾人福利性单位, 并将其视同小微型企业;(3)优先采购节能环保产品政策:在技术、服务等指标同等条件下,对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购;对节能产品品目清单中以“★”标注的产品,实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策;(4)购买国货政策:本项目不接受进口产品。

(2) Support welfare units for people with disabilities and treat them as small and micro enterprises;(3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. (c)本项目的特定资格要求: (1)须具有依法注册的独立法人或其他组织;
(2)供应商须具有中华人民共和国住房和城乡建设部颁发的水利水电工程施工总承包资质三级及其以上;
(3)具有建设部门颁发的《安全生产许可证》(有效期内);
(4)项目负责人须具有中华人民共和国住房和城乡建设部颁发的中华人民共和国水利水电工程专业二级(含以上级)注册建造师执业资格,具备有效的安全生产考核合格证书;
(5)单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动;为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得参加本项目的采购活动;

(2) Possess a Work Safety Permit (within the validity period) issued by the construction authority;
(3) The project leader must hold the qualification of a registered constructor at Level II or above (including Level II) in the water conservancy and hydropower engineering specialty of the People's Republic of China, issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and have a valid certificate of passing the work safety assessment;
(4) Different suppliers with the same legal representative or in a relationship of direct holding or management shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification compilation,
(5) or project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project;

(i)符合《中华人民共和国政府采购法》第二十二条的规定;
