2.3 招标范围:本项目采购内容及预计数量为:住宿服务 2736 间(含早),餐饮服务(午餐)2736 餐,餐饮服务(晚餐)2736 餐,车辆服务 882 趟,详见招标文件第五章 服务需求。

Bidding Scope:The procurement content and estimated quantities for this project are: accommodation services 2736 room·days (including breakfast), catering services (lunch) 2736 meals, catering services (dinner) 2736 meals,and vehicle services 882 trips; details are provided in Chapter 5 "Service Requirements" of the bidding docum ents.

3. 投标人资格要求 Bidder qualification requirements

3.1 投标人必须是当地注册的公司,具备当地政府承认合法有效的资质文件;(适用于包 1 和包 2)

Bidders must be locally registered companies with valid and legally recognized q ualification documents by the local government; (Applicable to Packages 1 and 2)

3.2 被中国邮政集团有限公司或中国邮政速递物流股份有限公司或中国邮政航空有限责任公司列入黑名单且在有效期内的投标人,均无资格参加本项目的采购活动;(适用于包 1和包 2)

Bidders who are included in the blacklist of China Post Group Co., Ltd., China Post Express & Logistics Co., Ltd., and China Postal Airlines Co., Ltd. and are within the validity period are not eligible to participate in the procurement activiti es of this project; (Applicable to Packages 1 and 2)

3.3 与邮政无投资关系且存在以下情况的,不得参加采购活动:邮政领导人员及其亲属和其他特定关系人、邮政员工持股(限非上市公司),以个人身份(组织委派的除外)担任法人、董事长、总经理、监事的企业,以及邮政所属工会或员工集体出资成立的企业;(适用于包1和包2)

Entities without investment relations with China Post and meeting any of the foll owing conditions are prohibited from participating: enterprises where China Post leaders, their relatives, or other specific related parties hold positions (excluding organizational appointments), enterprises where China Post employees hold shar es (limited to non-listed companies), enterprises where individuals serve as legal representatives, chairpersons, general managers, or supervisors (excluding organ izational appointments), and enterprises established by China Post labor unions or employee collectives; (Applicable to Packages 1 and 2)

3.4 投标人距离俄罗斯莫斯科(SVO)机场候机楼车程时间在30分钟(含)以内;(仅适用于包 1)

Bidders must be located within a 30-minute (inclusive) driving time from the ter minal building of Moscow Sheremetyevo International Airport; (Applicable only to Package 1)

3.5 投标人须配备餐厅,能提供早、午、晚餐堂食服务;(仅适用于包1)

Bidders must have a restaurant capable of providing breakfast, lunch, and dinne r dine-in services; (Applicable only to Package 1)

3.6 投标人须提供俄罗斯莫斯科(SVO)机场候机楼至酒店之间的往返交通服务;(仅适用于包 2)

Bidders must provide round-trip transportation services between Moscow Sherem etyevo International Airport terminal and the hotel; (Applicable only to Package 2 )

3.7 投标人必须按照本项目招标公告的要求获取本项目招标文件,否则无资格参加本项

目。(适用于包 1 和包 2)

Bidders must obtain the bidding documents for this project as required in this bi dding announcement; otherwise, they are ineligible to participate. (Applicable to Packages 1 and 2)
