简要规格描述或项目基本概况介绍、用途: 黎明填埋场在地下水环境整治过程中,发现因渗滤液处理站浓缩液回灌导致一系列问题。为推进整治工作,确保渗滤液处理系统稳定运行,本项目拟通过公开的方式,选取一家合格的供应商开展黎明填埋场浓缩液减量设备运行及浓缩液外运服务。其中最高限价:响应总价不超过3,304,200.00元,其中浓缩液减量化处置费单价不得高于23.23元/吨,浓缩液外运费单价不得高于66.7元/吨。(具体详见第三章服务需求书)

Brief specification description or basic overview of the project: In the process of groundwater environment improvement in Liming landfill, it was found that a series of problems were caused by the reinjection of concentrated solution from leachate treatment station. In order to promote the remediation work and ensure the stable operation of the leachate treatment system, this project plans to select a qualified supplier to carry out the operation of the concentrated solution reduction equipment and the concentrated solution transportation service in Liming Landfill by public means. The highest price limit: the total response price shall not exceed 3,304,200.00 yuan, in which the unit price of concentrated solution reduction disposal fee shall not be higher than 23.23 yuan/ton, and the unit price of concentrated solution external freight shall not be higher than 66.7 yuan/ton. 合同履约期限: 2025年10月1日起至2026年9月30日止。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)扶持中小企业政策:本项目不是专门面向中小企业采购,评审时小型和微型企业产品享受10%的价格折扣优惠;(2)残疾人福利性单位,并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is not specifically for purchasing small and medium-sized enterprises, and the products of small and micro enterprises enjoy a 10% price discount at the time of evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.

4、本项目不允许转包。
