简要规格描述或项目基本概况介绍、用途: 本项目拟选取一家合适的服务单位对海滨焚烧厂开展第三方监管工作:监督运营管理(包含操作、维修、环保、劳动保护和职业健康、安全)相关计划文件、保养与维修作业并监督执行;监管污染控制的环境保证;检查、审核文本规范的运营功能保证;审查运营方所提出改善计划并监督执行;比对、审核运营方公开信息数据合理性与正确性;监督炉渣与飞灰稳定化物出厂情形;稽核安全管理制度及监督执行等,并定期提供监管报告。根据项目实施计划,完成合同要求的监管报告并提交。(具体详见第三章服务需求书)

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)扶持中小企业政策:本项目不是专门面向中小企业采购,评审时小型和微型企业产品享受10%的价格折扣优惠;(2)残扶持残疾人福利性单位,并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is not specifically for purchasing small and medium-sized enterprises, and the products of small and micro enterprises enjoy a 10% price discount at the time of evaluation; (2) Disabled welfare units are supported and regarded as small and micro enterprises.

(c)本项目的特定资格要求: 3、须系我国境内依法设立的法人或非法人组织(本项目不接受分公司以自己名义参加采购活动);
4、本项目不允许转包。

It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); 4. Subcontracting is not allowed for this project.
