3、投标人资格要求

(1)资格要求Requirements for Qualification of Bidder

A.如果投标人为境内注册公司,投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照,投标时需提供原件扫描件(原件备查);如果投标人为境外注册公司,需提供有效的公司登记注册证明;

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投标人应为所投产品(分析仪系统/分析小屋)的制造商。如果投标人是制造厂商所在集团内负责销售的公司,投标人应提供声明,说明投标人与制造厂商隶属同一集团,负责投标货物的销售工作。

The bidder shall be the manufacturer of the products (analyzer system/analysis cabin).

If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

2015年1月1日至投标截止日(以合同签署时间为准),投标文件应同时满足以下业绩要求(可接受 以下两项要求同时体现在一个合同):
(1)投标人所投的色谱分析仪的制造商具有至少1个在中国境内环氧乙烷/乙二醇(EO/EG)装置或 环氧乙烷(EO)装置的合同业绩,单个合同包含不少于3台色谱分析仪;
(2)投标人具有至少1个在中国境内分析小屋系统集成的合同业绩,单个合同中色谱分析仪数量不 少于3台。
同一集团全球范围内不同制造商(即同一集团旗下的全资子公司或控股子公司或制造工厂)制造的 色谱分析仪的业绩,视为投标人所投色谱分析仪的制造商的业绩;投标人应提供说明函,说明本次 所投色谱分析仪的制造商与满足上述业绩要求的产品制造商属于同一集团。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements (If the following two requirements are in one same contract, it can be accepted.):
(1) The manufacturers of the chromatographic analyzer submitted by the bidder must have at least one contract performance of EO/EG or EO plant in China, with each contract containing not less than three chromatographic analyzers;
(2) The bidder must have at least one contract performance of system integration of analytical cabins in China, with not less than three chromatographic analyzers in a single contract.
The performance of the chromatographic analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of thechromatographic analyzer submitted by the bidder; the bidder should thatth

provide an explanatory letter to state that the manufacturer of the chromatographic analyzer submitted in this bid and the manufacturer of the chromatographic

analyzer meeting the above performance requirements belong to the same group.

投标人须按规定格式提交业绩表,并提交相关业绩证明文件。业绩证明文件包括但不限于:销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容:合同签署时间、合同签署页(国内贸易合同应有双方盖章,国际贸易合同应有双方签字或盖章)、制造商名称、装置名称、货物名称、色谱仪数量等。

若业绩合同为年度协议,除提供年度协议外,还应提供相应的已到货订单,订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, the number of chromatographs. If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交业绩证明文件,或通过所提供的业绩证明文件无法认定满足上述业绩要求的,均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
