简要规则描述: 根据《关于编报2025年国土资源利用计划联动方案的函》(沪规划资源施〔2025〕60号)及相关文件要求,为持续推进低效建设用地减量化,本项目拟通过公开采购的方式,选取一家合格的供应商,提供2025年建设用地减量化项目(顾东村等)的土地及地上物评估服务。主要内容根据减量化工作实际要求,对评估范围中土地(若有)、建、构筑物及其它补偿价值予以评估,包括房屋装修及附属设施、机器设备、绿化、物资搬迁等。(具体详见第三章采购需求书)。
最高限价(元):房屋评估服务费最高限价为:24元/平方米;其他评估服务费(包括但不限于附属设施、装饰、绿化、设备、物资等)最高限价为:评估价值的1%。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向中小企业采购,评审时中小企业产品均不执行价格折扣优惠。(2)扶持残疾人福利性单位,并将其视同小微型企业;

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求: (3)须系我国境内依法设立的法人或非法人组织;
(4)具备有效期内的《房地产估价机构备案证书》(备案等级三级及以上,三级备案在暂定期内的除外);
(5)本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a valid "Real Estate Appraisal Institution Filing Certificate" (excluding those with a filing level of three or above, and those with a filing level of three or above within the provisional period); (5) This project does not allow subcontracting.
