简要规格描述或项目基本概况介绍、用途: 本项目拟通过公开招标的方式选取一家合格的供应商对康桥镇镇管河道设施进行日常养护。主要服务内容为河道巡视检查、护岸养护、防汛通道养护、河道绿化养护、水域和陆域保洁、河道护栏、标牌标识等附属设施维护及配合开展水质维护等工作。(具体详见第三章采购需求书)

Brief specification description or basic overview of the project: In this project, it is planned to select a qualified supplier through public bidding to carry out daily maintenance on the river management facilities in Kangqiao Town. The main services include river patrol inspection, bank protection maintenance, flood control channel maintenance, river greening maintenance, water and land cleaning, river guardrail, signs and other ancillary facilities maintenance and water quality maintenance. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限: 本项目一次采购三年有效,合同一年一网签,每年经过采购人考核合格后,合同续签一年,最长不超过三年。本项目采购预算所涵盖的服务期限为2026年01月01日起至2026年12月31日。

The Contract Period: This project is valid for three years at a time, and the contract is signed online once a year. After passing the purchaser's examination every year, the contract will be renewed for one year, with the longest period not exceeding three years. The service period covered by the procurement budget of this project is from January 1, 2026 to December 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)扶持中小企业政策:本项目是专门面向中小企业采购,评审时中小企业均不执行价格折扣优惠;(2)残疾人福利性单位,并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is specially for purchasing small and medium-sized enterprises, and small and medium-sized enterprises do not implement price discounts during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求: (3)须系依法设立的法人或非法人组织;
(4)本项目不允许转包。
