二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(b)落实政府采购政策需满足的资格要求: 强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策

(4)项目负责人具有建筑工程专业二级及以上注册建造师执业资格;
(5)磋商响应截止之日前三年内,在政府采购活动中无不良行为记录;
(6)公司资产状况良好,具有履行合同所必需的设备;依法缴纳税收和社会保障资金,具有良好的商业信誉和健全的财务会计制度;
(7)法人依法设立的分支机构以自己的名义参与磋商时,应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动。
(8)本项目是专门面向中小企业采购。
