简要规则描述: 为配合做好S3水系平衡,拟实施航头镇蒋达港(蒋达港二-丰南港)、丰南港南支河(规划丰南路-大浦泾港)、青叶河(青泾浜-老叶河)、杨树港(大治河-水仙塘港)河道建设工程。该项目于2025年9月获取工可批复《关于航头镇蒋达港(蒋达港二-丰南港)、丰南港南支河(规划丰南路-大浦泾港)、青叶河(青泾浜-老叶河)、杨树港(大治河-水仙塘港)河道建设工程可行性研究报告的批复》(沪浦发改城〔2025〕707号文)。经现场踏勘排摸发现,有通信光缆24根需进行搬迁。

Brief Specification Description: In order to coordinate the balance of the S3 water system, it is planned to implement the construction projects of Jiangda Port (Jiangda Port II Fengnan Port), Fengnan Port South Branch River (planned Fengnan Road Dapujing Port), Qingye River (Qingjingbang Laoye River), and Yangshu Port (Dazhi River Shuitang Port) in Hangtou Town. The project obtained the approval for the feasibility study report on the construction of river channels in Jiangda Port (Jiangda Port II Fengnan Port), Fengnan Port South Branch River (planned Fengnan Road Dapujing Port), Qingye River (Qingjingbang Laoye River), and Yangshu Port (Dazhi River Shuitang Port) in Hangtou Town in September 2025 (document Hupufa Gaicheng [2025] No. 707). After on-site investigation and mapping, it was found that 24 communication optical cables need to be relocated.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向中小企业采购, 评审时中小企业产品均不执行价格折扣优惠;(2)扶持残疾人福利性单位, 并将其视同小微型企业;(3)优先采购节能环保产品政策:在技术、服务等指标同等条件下,对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购;对节能产品品目清单中以“★”标注的产品,实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策;(4)购买国货政策:本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises and so on.

(c)本项目的特定资格要求: 3、本次采购需要网上响应,供应商必须获得上海市电子签名认证证书(CA认证证书),根据《上海市政府采购供应商登记及诚信管理(暂行)办法》,为已在上海市政府采购网登记入库的供应商;4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》(沪财采〔2024〕12号)第17条规定的供应商,不得参加本项目的采购活动;5、须系我国境内依法设立的法人组织;6、具有中华人民共和国住房和城乡建设部颁发的通信工程施工总承包三级及以上资质;7、具有建设部门颁发的《安全生产许可证》(有效期内);8、拟派项目负责人具有通信与广电工程专业一级注册建造师执业资格且具备有效的安全生产考核合格证书;9、单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动;为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得参加本项目的采购活动;10、本项目不接受联合体响应。

(c)Specific qualification requirements for this program: 6. Having the third level or above qualification for general contracting of communication engineering construction issued by the Ministry of Housing and Urban Rural Development of the People's Republic of China; 7. Having a valid Safety Production License issued by the construction department; 8. The proposed project leader shall have the professional qualification of a first level registered constructor in the field of communication and broadcasting engineering, and possess a valid safety production assessment certificate

(i)符合《中华人民共和国政府采购法》第二十二条的规定;

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”(www.creditchina.gov.cn)、列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单;

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network ;
